Lock edits to name for pre-existing license

It would be nice that names can’t be edited unless you click a *edit* name button, that should stop auto fill for changing peoples names. Also would be nice for a indicator if someone did change their name as well.

So.... when is this feature going to be implemented? Not all CVEs actually check paperwork vs ULS. My personal policy is to check every single applicant for my sessions and the applicant I'm signing for in other's people session (Also helps to see if they have any element credits from an canceled/expired license).

We are no longer getting name difference errors for upgrades. Whatever is in place is working.
