Allow international formatted address for candidates

Part 97 no longer requires a USPS deliverable mailing address. 97.23 was changed last July. The USPS-deliver requirement was dropped and moved to a deliverable email addresses. See https://www.ecfr.gov/current/title-47/chapter-I/subchapter-D/part-97 for the latest consolidated content. Candidates should now be allowed to enter an International address. Unfortunately the form's error checking does not allow this. For example, a USA-based zipcode must be entered. Please allow the candidate to disable error checking; or modify the error checking to allow International addresses.

I'll need to dig into this more, it is a valid point but I need to learn more about a number of things before I can do it. We'll call this "most likely will happen" but I don't have a timeline.

Thinking about this more, one thing that would help a lot for allowing this would be if someone can give me a list of examples of addresses which don't work now but you think *should* work -- ideally ones which are on someone's license, showing that the FCC will accept them.
