Implement custom VEC fees based on applicant age or other attributes given at registration.

Per https://www.arrl.org/news/arrl-board-establishes-program-to-cover-initial-fcc-license-fee-for-young-applicants there will soon be a $5 ARRL/VEC for under-18 candidates and the usual $14 fee for others. I believe some other VECs already have custom fee structures as well.

It would help to have an under-18 flag when they apply in order to trigger the lower fee. While you're there maybe add an under-13 flag to trigger COPPA.
