No credentials found when adding VE to session

In production and in the development sandbox, if you add a VE to your session and the VE's credentials have expired, you get the error message "No xxxxx credentials found for CALLSIGN" which is correct.

However, if you add a VE to your session and the VE hasn't registered for ExamTools yet, you get the same error message "No xxxxx credentials found for CALLSIGN" even though the VE's credentials are good, which is incorrect.

I propose performing the edit check to see if the VE being added has an ExamTools account first and if they don't, display an error message like "No ExamTools account found for CALLSIGN" before checking if the VE has any credentials with any of the VEC's.

Having received the incorrect error message, I contact (and wasted, sorry) my VEC's time researching why my VE's credentials weren't found.
