GradeCam score incomplete exam

Usually the candidates have not left the room prior to grading an exam. In this case the VE team can tell them they forgot to answer a question and they can sit back down and complete it.
In the rare situation where a candidate does leave before the exam is graded (ie. bathroom emergency, VE mistakenly let them leave), we need the ability to grade incomplete exams.
