Allow VE to sign and skip being assigned, if they are logged into their own ET user account.

When doing in-person exam sessions on paper or with tablets, VEs are slowed down by the combined actions of the assign to me and then signing. The option to just skip the clicking on the "Assign to Me" button would expedite the grading/signing process. Allow the VE who owns the ET user account on which the device is signed in under the ability to just sign the final forms without clicking the "Assign to Me" button. Other VEs not logged in under their own account would still need to be assigned first and then they can select their name and sign. When working with a small team and a large group to test, eliminating unnecessary steps like having them assign themselves to an applicant that they are going to sign for soon after is unnecessary when ET already knows who they are.
