Add Registration Cutoff Time/Function

Add an ability to STOP registrations when examination time is approaching to help prevent last minute registrations. The feature could be something like:

"Close Registration before exam time?"
If Yes, the allow the number of minutes prior to exam time to be set.

Yes, we can do this manually now, but it requires someone to remember to do so. This would be a very handy optional feature.

If that's implemented, I'd recommend adding another function to disallow registration when the session starts. Sometimes the team lead will start the session before their scheduled time, so add another function to stop registration when the session begins.
